Programming a game like Yu-Gi-Oh! is hard and very time consuming, so you'll have to do it yourself. If you want ideas then post it in “ideas”. If you want to work with someone then “collaboration” is the perfect place.
“Help with Scripts” is more for small and exact things, otherwise we can't help you because there are too many things we'd need to know.
