v172 to v229 have it.
v144 and earlier seem to not have the time blocks.
v145 and 146 have "scratch time [gmt/local v]".
Everything else seems to be days since 2000.

Yea it's because I moved it a while ago but here's the thing:
https://github.com/medlans/2.0-Archives (by the way, select from the folder called “Scratch 2.0”, don't use the one with “SWFs” in the name since one of the pull requests added the “Scratch 2.0” folder but didn't get rid of the other folder)

Didn't see this until now, but Map Scratch was an official version of Scratch 2.0 that had blocks relating to Google Maps. The build I have is a modification of v349, which had the color fx block.
For .color files, that's what was saved when you downloaded a file using the Edit Block Colors feature in Scratch 2.0.

Does it work if you use the standalone Flash player? It could be the version of Flash (if it's emulated) used doesn't work very well with AS3
Also, that one is (or was) also available for iOS
