let people 'new to scratch' use cloud data, but not create it

It's super annoying when I can't play one of @griffpatch's games because I can't use the cloud data. I don't see how a New Scratcher could misuse cloud variables if they're just viewing someone else's project.

There are some users who like misusing cloud variables ref (e.g. setting high score to something impossible, speedrun times to impossible, etc. etc.) To become a Scratcher, look here.

Yeah and if new scratcher could use cloud data they can make tons of it to spam the server. Yes that would be limited of using other people project but my statement still applies.
