If you hold shift and click fullscreen, then the project actually covers the entire screen

More like the project display would look super wonky. The very old version of Scratch ran on a 480*360px stage display (or 4:3) so, fullscreen mode always will generally scale up (or down) as such. Spanning the stage wider might not be worth the development team's time and effort, if all that does is make the sprite look wide.

I forgot to mention two black boxes on each side, but I do understand how it will be “pixel-y”

I don't know if it's just me, but some of the standard Scratch backgrounds look slightly pixelated even in fullscreen. Two black boxes on each side makes sense, as then it wouldn't be stretched, but there is only a limited amount bigger you can make the screen.

That would look extremely pixelated and behave weird - a lot of projects are already saying in their “Instructions” not to play the project in full screen because of lag.

You can click the fullscreen button then press F11 to enter browser fullscreen (though the controls bar will still be visible this way).

Most projects would break, (TurboWarp notes this.) And for some, you could even cheat.

Scratch projects aren’t in most monotors dimensions so this wouldn’t be possible

How? chromebook users actually have it easier since there's a fullscreen button on the keyboard
also no support because workaround
1. fullscreen project or load embed version of project (add /embed to URL)
2. fullscreen browser window
3. 110% zoom

this is already on turbowarp and works fine, so why not. as a metter of fact, that should be defuault so long as the green flag, stop sign, and small screen button are visible.
