Use of the <Is TurboWarp?> block
Let's say I were to make a clicker game called “Chicken Clicker” with a cloud variable high score. And let's also say that there just so happened to be a section of code completely disabled and blocked off to all scratchers by using this block: 

This section of code may or may not have cloud chat functionalities.
Also, this code is well-hidden and the names of the related variables are generic and non-descriptive. There is nothing in the description mentioning this other hidden half of the project.
In order to even know about this secret code, the scratcher would have to see inside the project, dig through all the sprites and code, not to mention actually understanding the code to know what is going on.
Opening the project code would obviously disable the cloud variables until they exit the editor and reload the page.
Ban or Pass 

This section of code may or may not have cloud chat functionalities.

No, because someone could see it, understand it, go to TurboWarp and share Discord info or something that breaks the Community Guidelines.

(#2)If they share it that's their problem. Right? And no communication over the cloud would be happening on the Scratch site. And how does that break the CG? Its not even on the scratch site. The scratch version is a completely different project.
No, because someone could see it, understand it, go to TurboWarp and share Discord info or something that breaks the Community Guidelines.

It's basically the same thing as putting a link to Discord in the code of a project, it's not on the Scratch site.(#2)If they share it that's their problem. Right? Projects that go against the Community Guidelines are not allowed to be uploaded to the Scratch website, even if you need a 3rd party website to open the Scratch project file.

(#5)How would it break the CG though? It's not even on the scratch website. I don't think the ST can control what I do with TurboWarp, right?

You're technically doing it with Scratch, it's just the code is not run while on the Scratch website.(#5)How would it break the CG though? It's not even on the scratch website. I don't think the ST can control what I do with TurboWarp, right?

The project is on the Scratch website, because the code in the project.json file is uploaded onto the Scratch servers. If it's clear that the project is using TurboWarp to break the Scratch Community Guidelines, and the project is shared on Scratch, then the Scratch Team can certainly choose to unshare it. It's like if you shared your personal website on Scratch and it shows your email — sure, you're not sharing your email on Scratch, but you're using another website to break the Scratch Community Guidelines.

Scratchers can't communicate through my project by any means. Cloud chat projects use cloud variables to allow Scratchers to have text-based communication with each other.

(#9)Okay, this makes sense. Although, I am explicitly making it hard for people to find the turbowarp and cloud stuff nothing in the project or description will mention anything related to it. That's what the clicker game is for. The intention is that people dont find it!
If it's clear that the project is using TurboWarp to break the Scratch Community Guidelines, and the project is shared on Scratch, then the Scratch Team can certainly choose to unshare it. It's like if you shared your personal website on Scratch and it shows your email — sure, you're not sharing your email on Scratch, but you're using another website to break the Scratch Community Guidelines.

Cloud chats are not allowed period. Turbowarp is just a scratch mod so it is still breaking CG to have a cloud chat there.

You could just easily tell people to run it in TurboWarp though, or there could be people who want to use TurboWarp instead of Scratch.(#16)But it is not owned or run by the ST

Did you read my other example? Another example is that someone could find out, and start trying to tell people to run it in TurboWarp (though they most likely would comment about it, meaning you could delete it)
And the risks are still too high. You would have to use pre-select phrases/emoticons/emojis.
