I think in Account Settings, there should be an option to customize the navbar. Maybe there could be default navbars to choose from, and an option to reset. But that's not what I'm 100% focusing on! I also want the option to place an image from your computer onto the navbar, and adjust it's position. And the image's pattern will endlessly repeat for small images!
Here is an example of what I would do with this feature:
I am a huge Animal Crossing fan (Animal Crossing is a cute game by Nintendo). If I could put a special image on the navbar, I would use some Animal Crossing grass textures.

(sorry for how large the AC grass is appearing, I don't know how this happened)
Anyways, if I chose to put it on the navbar, the pattern would repeat for the entire navbar!
Unfortuneatly, I don't know how to make a mockup of what it would look like. Sorry!
I'm pretty sure there are already addons that allow you to change the navbar's color, and I'm also sure that you can do the same on the Scratch Wiki.
But that's not enough! We should have more! (and there's also a suggestion to bring it into Scratch, and also Scratch recently made the bar purple)
Also, the navbar has a different design on 2.0 style pages. I'm not sure what would happen with old pages, but I think it might just render the image on the old navbar (if that's possible)?
I have addons that make the 2.0 pages look like 3.0, though, so I'm not sure what will happen.
Anyways, if this gets added to Scratch I would be so happy!
By the way, I forgot to mention that maybe this feature should be added to the Scratch Wiki as well!
And when you place images on your navbar, maybe you should have the ability to rotate or resize images?

In my opinion textured navigation bar doesnt look good. Navbar are supposed to be simple and easy to see and if you see textured image under text will be pretty weird. Just imagine how textured navbar compared to solid or blurred colours. Now if you visited some popular websites you will see their navbar are simple and easy to see/navigate.

But I really want this feature added into Scratch. Plus, I said that there will be an option to disable it, since it's only a setting.

We don't need the smallest of things to be customizable, it just seems pretty unneccessary. If you want to want to customize Scratch's appearance, just create/apply a userstyle.

Eh. Maybe support. I think this can be cool (I could do it gorillaz style lol). But the navagor is small so it might be hard to see the design though. But still adds a little bit of coolness.

Technically this is the same suggestion as Banana439monkey's so Scratch might wanna keep the conversation in a singular place.
This technically is a dupe as Banana suggested it as well during the site theme suggestion.
Although it's up to ST to decide where it's a dupe or not.
