Well, generally speaking, something that would be OK for a toddler or a kid to see would be allowed on Scratch. If you don't care about being NFE'd then a project can have some inappropriate stuff (like mild gun violence or mild blood), but I don't think you want to get NFE'd. Teenage-above content isn't allowed though.
However, it's hard to really tell you if it's appropriate or not if you don't tell us what you want to add into your project.

You've been very vague so it's hard to figure out exactly what you're talking about and whether it's appropriate or not, but a general guideline and reference is content suitable for 8-year-olds. Is whatever you're referring to suitable for a 6-8 year old child?

I was going to make something that has a regular and mechanical world, and There would be a human on a noose and in the mechanical world a robot hanging from chains. I think I should just wait until I learn javascript

Scratch's system would allow some blood and gory things (from what I've seen of) just as long as there is like a warning or some kind of like blurring.
For the other content, I would say that they might not allow 13+, 18+ content just because this is a friendly coding website, but i can list off a few things that you might need to know!
-Blood is allowed, just don't be dumb and add a lot of it!
-sexual content or speech (common sense)
-Language
-links (as long as you can get rid of the .com part and bypass that.
these are just the ones you do need to watch out with, you can get an account block for some of the bad stuff but you will be alright.
Have fun buddy!

Warnings dont do anything
No gore at all
Blood is only allowed if its not caused by violence
Bypassing isn't allowed, dont do that

Scratch's system would allow some blood and gory things (from what I've seen of) just as long as there is like a warning or some kind of like blurring.Warnings aren't considered effective and aren't considered by the moderators. Because many Scratch Projects are viewed in a group setting (like a classroom).

Blood is generally not permitted, if it is from a violent act.
