I searched around in the forums and I'm kinda getting mixed answers.
So, can I get the Official yes or no?

I'm sure if you moderate it yourself, like I do, they should be fine I don't whitelist/blacklist, but if you want to be safe, make a whitelist so only people you trust can chat.

The current guideline is “no.” There are a few exceptions, but the more exceptions we make, the more work the Scratch Team has to do (in addition to moderating the entire rest of the site and forums!).

The Scratch Team doesn't want chat rooms because they can't moderate what people say in every chat room. Who knows what could go on if there was no moderation. So the Scratch Team doesn't want them but it's entirely possible to make on that bypasses the 8 character limit.

I agree. It's allowed if you constantly moderate it. I'm gonna make a platformer chat room now!

Please don't necropost, and the actual rule is that it must have a list of whitelisted words. Moderation or blacklist chatrooms are not allowed.

This is correct. Please don't make open chats that have some sort of homegrown moderation, because we can't be sure that it's effective. (And it often isn't!) Instead, only make chat rooms that only allow certain pre-approved words.
