I would suggest a flowey fight at level 1, but it takes place when you first meet him. Make it so you start at level 1, but after you beat flowey based on what path you chose (Fight) you pull out your stick to defend from toriel or (Pacifist) you lunge into toriels caring arms for protection

Flowey would always be attacked by toriel after a number of turns
