There isn't a lot of information in your studio about what you are doing, Would you mind giving us more details so we can understand what you are hoping to do? Because it's a bit ambiguous.

A “Ministry of Scratch Security” could be fine if you're just roleplaying within the studio and following the guidelines, but if you're harassing users or trying to talk to trolls/rule breakers without reporting them and moving on, then it's a different story.

It should be okay, as long as you are following the guidelines and also make sure it is clear that you are a roleplay group and not the real thing

All three of the sites linked can be used for private messaging, as they can display whatever text you want them to, which Scratch Team cannot moderate. Forms even allows you to send messages back without needing to be added to anything.

That's certainly not allowed, but it's easy to fix:
You could use a project for the member list and ranks, and a forum post in Collaboration for.the applications.
