I really don’t, 2011 was not enough time for 2.0 (like you couldn’t even use a costume editor and they had to change the predicted date on the FaQ), and 3.0 isn’t even finished, they need more time for it to actually work well.

Once again, Scratch 3.0 isn't even done yet. Scratch 4.0 will most likely never come out.

It probably will when 3.0 starts to look or feel outdated. Obviously it won't for a long time, but it is possible it will come out.

Even if scratch 4.0 won't come out and this is likely the final version of scratch, there will still be updates to the 3.0 editor and website, so don't worry.

if HTML 6 ever comes out, or a major vulnerability with js is discovered scratch 4.0 may come out

quite a lot of the internet was built off of adobe flash, but they still shut down

No future versions are planned, but that may change in the future.

There will be no HTML6

The only reason Scratch 3 was introduced so quickly was that Adobe Flash was shutting down, and Scratch 2 ran on Flash.
I can't picture Scratch 3 not looking modern enough, and HTML5 and Javascript aren't going away any time soon. The 6-year interval is a coincidence.
