Report Comments as Spam

We've all seen it. We've all hated it.
Spamming is not a good way to get views on projects. It annoys people, and doesn't have any constructive criticism towards the project it is on. So I've got the idea to add another option to our commenting system: Report as spam!
“Report” will have a drop-down arrow that, when clicked, would give two options.
Default:
Username ▼Report
Blah blah blah blah blah blah…

When “Report” is Clicked:This way, if a comment isn't mean, it can still be flagged as spam for being irrelevant to the project. Then, if a user has spammed too many times in a given period, say 10 times in 3 days, he/she receives an admin message to not spam again or else get a block on his/her account, up to a fair number of days:
Username ►Spam
Blah blah blah blah blah blah… ►Inappropriate

You have repeatedly spammed in a short time. We are asking of you to please be respectful of other's projects by providing nice, constructive comments instead of links to your projects. If you would like to show off your projects, please do that in the Show and Tell forums. If you are reported again for spamming anymore, you will have a block on your account.

Support! But people could report a person a bunch of times just because they hate them, you know.

Support. But of course, the Scratch Team would look over it to make sure that it is spam.
The message should be cleared up as well, as not everybody that “spams” actually knows what “spam” means.

I think a better solution would just to be allowing a reason when flagging a comment, but I still support this one.

I think that instead of the drop down, you could just type in a reason for flagging a comment.

Drop down, makes it easier for a moderator because they can just list the comments and do a quick flagging without having to read the reason etc. a comment only really helps if it's an opinion based complaint and really that kinda falls into a whole other area od moderating

Flagging a person just because you hate him/her is possible, but the Scratch Team will decide what to do on what they see. If someone flags a person just because he hates that person, he would eventually get banned. Support! But people could report a person a bunch of times just because they hate them, you know.

I support!! However, the block can sometimes not be fair. If the scratcher is new, he/she most likely does not know that spamming is. What would be better is that the scratcher FIRST gets the admin message, THEN a ban if he/she does not stop spamming. Banning a new scratcher who knows nothing about the rules can be a little unfair. But the flagging options…. I support!

Or perhaps making you have to add a reason and go though a Capcha. This helps prevent spam bots, and also cripples trolls. After all, you don't flag a comment that often, and this would help prevent hate reporting.
