I really want to make a horror game, but i don't know whether it's allowed or not. Please help me!

Well, I don't think you should because horror games involve violence and Jump scares and that is against the Community Guidelines.
For example, the horror game FNAF (Five Nights at Freddy's) was recreated on scratch but banned because @Scratchteam didn't allow it.

Essentially no.
Technically, you can make a horror game, but there must be no jumpscares, no blood, no gore, nothing to dark or inappropriate for very young users, and very little scariness can actually go into it. It's kind of useless to make a horror game on Scratch.

anyways , if you really want to make a inappropriate horror game , you can privately send it to your friends , anything legal is allowed if the project is unshared (even inappropriate projects , you can use turbowarp to view unshared projects

Depends, it should contain no jumpscares, excessive amount of blood and other stuffs like that

No, well, it's so SIMPLE, Scratch is for 8-16, and most (not really) users in scratch are like 9 or 10, so no, not allowed for children.

I remember i saw someone make a horror game that scary and some blood, and my friend make a FNAF game few days/weeks ago :v

I think you can make jump scares they just have to not be scary enough to make someone scared for life or something
