Some guy just liked all of my old projects and I see on his profile that he's done it before. The people there is talking about “Are you trying to get me shadowbanned?” and I want to know what a shadowban is. Also, the guy's username is (removed by moderator - please don't name names).

Shadowbans do not exist on Scratch.

Technically, using the definition from Wikipedia, false reporting could be interpreted as “blocking or partially blocking a user or the user's content from some areas” of Scratch - in a loose manner. (like, false reporting a project because you don't like it, so it gets taken down)

A shadow ban is a ban that others wouldn't know about because the ban happens so fast and they leave no tracd if the person.

☆ Reminder to also not link people who are breaking the rules and just report them.

A shadow ban is where the moderators of a website block you from public pages with your knowledge. If you were to get shadow banned on Scratch, your projects wouldn't show up in search, your comments wouldn't be made available, and so on and so forth.

Shadow bans don't exist in Scratch. The only thing close to that on this site is if your projects are marked NFE, which I think makes them not able to be searched (on the Scratch site).
