It depends on the ban, but in most cases, no. The only cases I remember where it could possibly be allowed is if you were banned for having an inappropriate username or if you were banned for being a shared account.

In most cases, creating a new account after your original account was banned is not allowed. This is considered “ban evading.” It will cause your new account to get banned as well, and as a result, it decreases any chances that you have of getting the original account unbanned.

Many “permanent bans” provide you a form to appeal the ban, which you can use to get unbanned. This is usually what the Scratch Team will send you the first time or two that you are “permanently banned.” As long as you explain that what you did was wrong and promise not to do it again, the Scratch Team will unban your account.

Now, for example, if someone goes through this appeals process multiple times and it's clear that they're not changing their behavior, then they may get permanently banned in the sense that they are not given the option to appeal the ban. In this case, they are no longer welcome on Scratch, and so yes, they are supposed to leave Scratch.

Many times, when you are permanently banned, you are advised not to return to Scratch. It depends on the ban though. For example, if the ban was for an inappropriate username. The Scratch Team will ask you to create a new account with a more appropriate username.
