Can you suggest a browser for me? (read OP)
I'm looking for a Web browser that:
Firefox, which I currently use, meets my requirements except #4 and #5. I'm considering LibreWolf but want more recommendations.
- runs on Linux and Windows 7
- is fully open-source
- isn't Chromium-based
- doesn't support DRM
- has no telemetry except error reporting
- includes or allows me to install an ad blocker
- can clear cookies on exit

I really recommend Firefox. It is one of the best browsers I've used.

Why no DRM? Also, no point in trying to find a browser without telemetry, everything you own that's electronic spies on you.

Also, you can disable telemetry in Firefox, can't you?

Why no DRM?
As for the OP, Firefox is perfectly fine and fits your requirements already. Firefox does support DRM, but you have the option to disable it whenever you feel like it. Since Firefox is free as in beer and speech (open sourced software), it should not contain any telemetry. If you mean website telemetry, just go find an tracking blocker (which I don't think I can mention here)

oh, it’s one of these extreme anti-proprietary content sites that think anything that’s closed-source or includes analytics is evil.
what a drm module does is let you view drm content. firefox lets you disable the module if you really care that much.
go to settings, then extensions & themes, then plugins, then disable Widevine CDM. congratulations, you can’t view copyright-protected content anymore.
as for telemetry, go to settings, then privacy & security, scroll down to “Firefox Data Collection and Use” and uncheck everything. none of the telemetric data is particularly sensitive or evil or whatever, but some people are just really worried about this stuff, I guess.

I've done this already and avoid services like Spotify and Netflix. go to settings, then extensions & themes, then plugins, then disable Widevine CDM. congratulations, you can’t view copyright-protected content anymore.
I don't mind error reporting but won't allow ad targeting or analytics. none of the telemetric data is particularly sensitive or evil or whatever, but some people are just really worried about this stuff, I guess.

distrusting ad targeting is reasonable, but analytics is usually anonymous data that helps developers understand who uses their software and what they’re using it for, which is helpful.
regardless, firefox doesn’t do ad targeting and the rest of telemetry can be disabled.

that’s a scummy thing sony did that was incredibly poorly done. it doesn’t refute what I said and it has no bearing on firefox’ implementation.

again, this is a terrible thing sony did two decades ago.
it’s about trust. if you don’t trust that something is safe to use, don’t use it. I think firefox seems trustworthy.

There's a difference between not wanting rootkits in your PC and avoiding all technology. I think it'd just be easier to become Amish.

LibreWolf looks like what you are looking for.
This project is a custom and independent version of Firefox, with the primary goals of privacy, security and user freedom.
LibreWolf is designed to increase protection against tracking and fingerprinting techniques, while also including a few security improvements. This is achieved through our privacy and security oriented settings and patches. LibreWolf also aims to remove all the telemetry, data collection and annoyances, as well as disabling anti-freedom features like DRM.
