Yes, it means Bring Up My Post, it's used if a post has both recieved no new replies in 24 hours and is off the page (although this is an unenforced rule), since posting in a thread brings up the post, bumps are used when you want to bring up the post.

Yes, posting anything in a thread brings it to the top of the front page for the forum. People occasionally just put “bump” to do this and convey the message that their message didn't really serve much use other than bumping it to the top.
Please only do this if no one has posted on your thread for at least 24 hours or if it's not on the front page of the forum.
Of course, repeating this a lot without following those guidelines is usually considered spam.

What does "bump" mean?
According to the Scratch Wiki:
A bump is a post meant to bring a topic in the Scratch forums to the top of the forum, thus creating more activity on the said topic. A bump is generally performed by posting the text “bump” in the wanted topic. Bring Up My Post is a common acrostic for the word “bump”, or it could simply be used as “Bump my topic to the top”.For more information, visit https://en.scratch-wiki.info/wiki/Bump.
