First time I got that error I just tried pip3 from past experience.(This was my first time using Python 3 on a Mac, I used Windows before)

Or: if someone made a helpful GUI that works with the most popular programming apps / CLI apps and removes the need for learning the command line for those specific apps.

Depends on the language made to make the GUI. Obviously, something like C++ and wxWidgets would be more skill to make than Python and Tkinter.

As for the actual program itself, variable skill for coding it, 3 skill for finding documentation on how to use the CLI for [app], then 7 skill for thinking up of a simple way to integrate the app's syntax into the GUI.
