Yes because someone can use it for decoration for studios and it may get censored. that's why it says “on comments”

ok maybe 10 is a little much(I only said it because they said a lot, so I assumed it would be easy if they were telling the truth), but they did say that they never saw it being used on scratch, so my point is still valid.

That's because it's nearly impossible to find words in other languages on scratch unless you speak those languages and are exclusively in communities that only speak that language. For example, the most common word in arabic is كما (as) but I bet you still can't find any comments with it in it. We shouldn't be blocking appropriate words in other languages either, imagine if scratch team censored the word “actually” for being long.

Maybe the symbol should count as 3 or more characters towards the comment character limit instead of being censored in any way.
