He means that even though you should give credit, you don't have to ask and some people don't give credit. As I was talking about, there's also a loophole in the language that makes it so that the “remixed from so and so” doesn't show up.

It's not bad news that you can remix without permission.

It's bad news that most people just type “None.” in the notes and credits section of their remix.

Yes, but I'm asuming that the people doing this wouldn't know enough programming to know how to get into the file. Even if some people did, this would eliminate probably 90% of the remixing problems.
