Can't say exactly but all I see is you can download other's profile picture images and stuffs which might be useful for impersonators.

That's the point but it's not exactly on the “not allowed” part but I would say mostly yes. You can get a few confirmations if you try bumping your suggestion few times

You can already do this though, which is built into most browsers.

Using profile pictures of other users is completely allowed and unenforceable, (Inspect element?) but a good person wouldn't actually impersonate someone. The website itself is fine
