i think downloading it for windows and using a .exe to .apk thing might work but i have no clue because i couldn't find a converter and also because i haven't tested it

There is so such thing as an exe to apk converter that is literally impossible.
Thats like telling a dog to meow, it just doesn't work.

Other than https://ie10.ieonchrome.com/#https://s2online.github.io/ (which doesn't have saving, isn't an APK/DEB and also has a time limit of 30 minutes per session and 1 hour per month), Pixie (which was never finished and isn't an APK/DEB), getting a PC (probably not a viable option) and using Wine (which apparently didn't work for you), there aren't any other options to run 2.0 on a Chromebook.

Why do you even want to use 2.0?

If you want 2.0 so badly, and you want it to match your requirements then code it up yourself. You say you know its possible then be the one to make it. If your unwilling to do that then it will probably never happen, most people are happy with scratch 3.0, and you can just use a browser extension to make your 3.0 page look like a 2.0 page. Or just be happy with pixie. Have a good day!
