I think it would be a good idea to have it as a little icon.
Maybe there is an “errors” icon next to the save button in the online editor, and if it cannot save, it appears showing a little number (Like the message button) next to it showing how many errors there are. If you click it, it shows you what is over the limit and what you did that may have put you over the limit. Then, it's not an annoying popup for everybody and if you need it, you can click it.

It would also be helpful to add a built-in compressor like in 2.0 and 1.4, so if it detects a file is too large it will compress it before upload. It would probably use the same detection script

They should also warn you with a thing next to she save button if you are almost there, or add a meter with a filesize and then not let you add anything else if it exceeds the size

support, i spent weeks troubleshooting and saving projects to my hard drive cause turns out a 10 second mp3 of water was 40 megabytes large and i didnt know until i replaced it

also instead of being optional i just say this replaces the large YOUR PROJECT COULD NOT SAVE, TRY AGAIN/DOWNLOAD box, if possible the box will say why it cant save
