Look, I really don't know why people diss the Starfruit so much. Even one column of Starfruit can make short work of most zombies. Personally, I think people are really opinionated regarding the Starfruit. You either love it or hate it, you know?
And yes, I do have a PVZ graphic novel in my room.

Pretty sure no one in existence prefers 2 over 1. Also 1 is way better than 2 imo
I prefer 2 over 1. JK. PVZ1 is definitely my favorite. However, besides the over powered, pay-to-win, borderline predatory premium plants, PVZ 2 is a fine game that sets itself apart from the originals pretty nicely.

I honestly hate Tall Nut in the first game. He costs too much, has a slow recharge, and to top it all off, the only thing that distances him from Wall Nut is that he blocks jumping zombies. Also, I don't like Sea Shroom or Phat Beet. Phat Beet does very little damage and is only really useful when boosted, and Sea Shroom is essentially a Puff Shroom, except it's only useful in ONE world, since you have to use a Coffee Bean on it to work in the Pool levels, and by the time you get Sea Shroom, YOU DON'T HAVE COFFEE BEAN! I agree that it's best just to use a Puff Shroom and Lily Pad.
I think the extra 25 sun on Tall-Nut is very justified. Tall-Nut takes up less space than Wall-nut and is an effective counter to Pole-Valuting Zombies, Dolphin Zombies, and the dangerous Pogo Zombies. Theoretically, Tall-Nut is effectively two Wall-Nuts in one, and hence should have twice the recharge, but he doesnt.
This fat paragraph of text has probably miffed you, here's something to cheer you up: Phat Beet is an awful excuse for a plant. Screw Phat Beet, and all the other crummy Gloom Shroom rip offs.

How many Gloom-Shroom clones are there at this point? There's Phat Beat, Gloom Vine (which is actually pretty neat,) Silversword from PVZ 3, to an extent Vamporcini, and probably at least one more I'm forgetting. This fat paragraph of text has probably miffed you, here's something to cheer you up: Phat Beet is an awful excuse for a plant. Screw Phat Beet, and all the other crummy Gloom Shroom rip offs.
Edit: actually, PVZ 3 Silversword really makes me realize how unoriginal all the PVZ 3 plants are. Bamboo Shoots is literally exactly the same as Peashooter so there's no reason for it to exist, and Silversword is just Gloom-Shroom.

Inspired by @DaEpikDude's rating post, here is my PVZ Tier List:
Excluded Plants- Upgrade Plants (I haven't gotten all of them yet or a chance to use some of them), Sun Flowers and Sun-Shrooms, Spikeweeds, Grave-Busters, Planterns, Blovers, Lily Pads, Coffee Beas, Plant Pots, and Marigolds. (So, Situational Plants and Resource-Producing Ones)
Best:
Repeater, Squash, Doom Shroom. Cherry Bomb, Tall-Nut, Pumpkin, Mellon-Pult, and Cabbage-Pult.
Good:
Peashooter, Snow-Pea, Wall-Nut, ThreePeater, Potato Mine, Kernel-Pult, Puff-Shroom, Scaredy-Shroom, Fume Shroom, Tangle-Kelp, Torchwood, Umbrella Leaf, and Jalapeño.
Mediocre:
Chomper, Hypno-Shroom, Ice-Shroom, Garlic, and Magnet-Shroom.
Bad:
Cactus, Split Pea, Sea-Shroom, and Starfruit.
This is my personal PVZ tier list:
S - Pumpkin, Gloom Shroom, Winter Melon, Starfruit, Cattail, Spikerock, Squash, Puff Shroom
A - Sunflower, Gatling Pea, Torchwood, Doom Shroom, Melon Pult, Ice Shroom, Twin Sunflower, Repeater
B - Cob Cannon, Magnet Shroom, Snow Pea, Jalapeño, Cherry Bomb, Kernel Pult, Tall Nut, Sun Shroom
C - Blover, Spikeweed, Umbrella Leaf, Scaredy Shroom, Potato Mine, Fume Shroom, Wall Nut, Garlic
D - Plantern, Threepeater, Cabbage Pult, Sea Shroom, Grave Buster, Peashooter
F - Hypno Shroom, Marigold, Split Pea, Chomper, Tangle Kelp, Cactus, Gold Magnet
Unranked - Coffee Bean, Flower Pot, Lily Pad, Imitater
Yes, they are in order. Personally, I think Pumpkin is the best plant in the game due to how space efficient it is. It's health is identical to that of the outclassed Wall Nut, and it maximizes the offensive potential of melee plants like Gloom Shroom and Chomper. Meanwhile, Gold Magnet is cataclysmically awful. It takes so long to collect coins, that you can collect them all before its animation finishes as it collects nothing. It is neither cost efficient nor space efficient and is stripped of the ability to steal metal items.
BTW Hypno Shroom, Garlic, Starfruit, and Gloom Shroom are my personal favorites.

It's a pun on the word ampiere, which is a measurement of electricity. I don't have any ideas for what it'll do, but I think it should be a single use plant with a sun cost of 75.

Aloe Vera is almost identical to Aloe.
Pine Needler is basically Laser Bean.

-Levitater (She slows the game down immensely and makes straight-shooters miss. Guess you can say I'm a Levitater hater ;D)

Personally, I am relatively innactive on Scratch as of late; I am learning Javascript for software development career opportunities, and will create a PVZ fangame for the web, just for curiousity's sake. I intend on cutting every potato in this list, save from Imitater and Sweet Potato due to their uniqueness. Even Potato Mine is just a worse version of Squash, who will replace it entirely.
Apperently, they decided to brutally nerf Peashooter in PVZ3, as if it wasn't already terrible.

I can excuse Potato Mine (since its the original), Imitater, Hot Potato, and Sweet Potato since they're pretty different mechanically…
but there's absolutely no reason for Teleportato Mine or Levitater to exist (also also Primal Potato Mine but he's actually op so I don't mind having him

Ok, I have an idea. I was thinking of new water plants to add, and then I remembered your idea (Ampear) and since its an electric plant, it would be perfect to add. If we're going with the instant-use idea, I think it should only be plantable on water tiles (without lily pad) and it will electrocute ALL zombies in the water, no matter which lane. Basically just a wipe-all water lanes plant. It would have a very long recharge time though. Maybe 150 or 175 sun. What do you think?That's really clever, I like it. In terms of recharge, however, it should probably be around 75 - 90 seconds. The concentration of zombies in water lanes is much lower compared to ground lanes, so the player really doesn't need it to be readily available, and should focus on preparing a proper water defense. I think it should still sit on Lily Pad, though, for contextual purposes, as pears aren't water bound plants.
Here's a bit of a tip. A lot of PVZ plants are created with the intent of countering specific zombies, i.e. Lightning Reed for Chicken Zombies, so you should try to design plants and zombies with this in mind, in order to give the player an incentive to use them. For instance, maybe you can introduce Bonk Choy as a counter for Pole Vaulting Zombies, as he can punch both forwards and backwards.

Yeah, I get the logic there (w/ planting on Lily Pad), my original idea was that Ampear would -snip-fall into the water which would cause the electrocution. That recharge time also seems very good.

This is also good advice, which I'm already following. There was a plant I added yesterday that would counter a very powerful zombie holding a shield (the plant ignores all shields/graves/obstacles.) I also added Spinnapple from PVZ2C earlier in development which deflects projectiles back at zombies (the zombies that shoot projectiles in my game being Tennis Zombie and Football Zombie, and they both will show up in World 5.) Here's a bit of a tip. A lot of PVZ plants are created with the intent of countering specific zombies, i.e. Lightning Reed for Chicken Zombies, so you should try to design plants and zombies with this in mind, in order to give the player an incentive to use them. Oh, it was supposed to fall into the water. That makes more sense.
Perhaps if used on land (or other worlds) it will function identically to Cherry Bomb.
If you need design inspiration, maybe you could make it look like a lightbulb, perhaps with its stem curled up into a spiral.

Oh, here's another idea: Sentry Plant.
The Sentry Plant's name is actually a pun. It's based on the agave, a plant that takes approximately 20-30 years to flower. However, people once believed that it bloomed after a century and dubbed it the “century plant”.
A sentry is a soldier stationed to keep guard or control access to an area. I think the Sentry Plant should be a defensive plant of sorts that can block and/or attack hidden zombies.
