The ST actually states many of them in the announcement forum, but there are a lot of posts and many people don't want to read them. This is helpful because it keeps all of the rules in one place. The announcements forum is more of a log than a dedicated rules list, so it's main priority doesn't seem to be letting people know all of the new rules.

You mean some of the topics Han had on there? Some of them had no clear answer, so instead of just saying “no answer at this point” or something along those lines, it would just be better to remove them altogether.
