You can easily remove the cooldown by simply having your macro (or whatever you are using to mass report) delete the cookieMany sites (like “red robot”) ask you to sign in when you click ‘report’ for a reason: to prevent spam. No support for this reason.
As mentioned before, this could be solved by a cooldown between reporting.
This is always avoidable unless scratch uses IP location, however, a simple VPN still is able to bypass it

reporting signed out should be limited to prevent mass reporting on innocent projects
