That is always set to EST time (also in ‘military’ time)

Except when it's not. Sometimes, but not often, I see it set to whatever time zone I am currently in. Most often it's CST when that happens. Recently I moved back to Michigan (EST) and the forums still displayed CST for a couple of days.

Yeah, when I was in Michigan the same thing happened. Currently the forums are displaying EST for me, albeit me being in CST.

UTC+8:00 (same thing has GMT+8) is the exact opposite of EST (if the time is EST) so that pretty much means you just need to flip the times around. For example, 13:00 would be 1:00AM, since they're opposite of each other.
