__TOC__ moves the table of contents from its default location to where the __TOC__ is.
__NOTOC__ removes the table of contents from the page entirely.

Likely because there is no specific page dedicated to explaining what a troll account is. However, you can type the keyword “troll” into the search bar and see what pops up.

No, usernames are not on the wiki as per S:GUIDES.

Look on your talk page. If someone sends you a message then a banner will appear when you visit the Wiki.
