Not entirely. I think the OP is asking for this to be more commonplace, and probably required, for all Scratch Team members to do this. At least, for alerts that are not about bans (not saying that the user is banned, not warning the user that they could be banned, etc.).

Yeah, to be fair, there are two wordings for some alerts: some say something like (1) “Please be more respectful when posting on Scratch,” and some say (2) “Please be more respectful when posting on Scratch. Continuing to be disrespectful will cause your account to be blocked.”

So I can understand what the OP means here. The problem is that sometimes a user won't get banned until a third offense after receiving alerts (1) and (2), whereas some will get banned from a third offense after receiving alert (1) twice (or alert (2) twice), some will get banned via a second offense after receiving alert (1), some will get banned via a second offense after receiving alert (2), and some will get banned at the same time as receiving alert (1) as their first offense.

At that point, what's the difference in putting a smiley face after alert (1) instead of alert (2) if they are more-or-less the same type of alert?
