No, it was made on Valentine's day
And released recently

This forum isn’t completely new, as it has been here since Valentines Day. It was released to the public today however.

Fun fact: I do think this forum was implemented as a result of Scratcher suggestions. I recall discussing it with Scratch Team members around May 2021 when this suggestion was posted: https://scratch.mit.edu/discuss/topic/514013/

That was more or less just the beginning of discussion; I played no role in actually getting it implemented.
