Yes, they should be able to suggest them, but it should be auto rejected, and the timer (when they can suggest again) will be reset. However, the Scratcher that submitted this project won't know this. This will prevent people from thinking they can use alts to get around this.

i've seen a lot of underrated animation memers here on scratch, if they get proposed they can at least get some views

Full support, Scratchers could get noticed easier! But I'm unsure of what you mean by “age-appearance-view”. Could you please explain this?
Also, I believe a good name would be “Chosen by Scratch”, as the algorithm decides what is actually shown.
And I think that a Scratcher should be able to add their own projects. Some new Scratchers may not know people that are willing to add them.

Yes, but this section focuses purely on quality, not on both quality and how much it inspires other scratchers, which is a big hurdle for most quality projects.

I think this is a great idea for underrated projects, but it should be on the front page, just below “Featured Projects”, otherwise the projects on Trending will eclipse the “Community Picks” section in views simply because a few scratchers are a bit too lazy to check what's picked by the community because it involves clicking an extra button and waiting for their computer to load.

Great Suggestion! Full support because it could help underrated Scratchers get noticed!
