How Can I Run Scratch projects offline On IPad OS? the Scratch Offline Editor isn’t on the App Store.. (Is it even possible?)

Nope, you'll need an internet connection to run scratch projects on an iPad (on a supported browser). There isn't an app for iPadOS yet.

There is an offline editor, but I believe in order to view other projects you can only do it from your browser.

You could try downloading Scratch from the GitHub repo: https://github.com/LLK/scratch-gui/tree/gh-pages/develop
I have also make a repo for Scratch offline downloads: https://github.com/RED-001-sus/random-file-store/releases/
Download the LLK.scratch-gui.gh-pages.develop.zip file from the release, and extract it in your files app. Then, open index.html, and if it asks how to open it, then choose a web browser or the HTML viewer if it shows up.

Yes, but I'm not sure why it's not showing anything. I'm not that experienced with Apple products.

I'm pretty sure you've been misinformed. It is not possible to run these HTML files off-line because there are certain things that aren't supported by the Files HTML preview.

Wait, I Found a Workaround!

Although there are a few icons that don’t show, It Still works perfectly fine.
