make a new grab cursor???????
I think it's rejected
1.9 “Control mouse pointer” block
This block, and others, could be used to hide the mouse pointer or change the way the mouse pointer looks in a project. These blocks, however, do not significantly change the types of projects that can be created with Scratch; for more information, see this post. In addition, they may cause confusion to users, wondering where the mouse pointer went. A feature to control the mouse pointer, including freezing it or preventing it from leaving the project screen, poses similar confusing problems.
However, changing the look of the mouse pointer to one of the default mouse pointers is NOT rejected; you can discuss that on this topic.

make a new grab cursor???????
think it's rejectedI don't have a link right now, but I believe it is not rejected to change the mouse image to things that a mouse cursor can already change to, like a pointing finger or that weird vertical bar that appears when you can type text. I've seen at least one suggestion for this before. I
The rejected suggestion you quote is mainly (to my knowledge) for those want to change their mouse cursor to a custom sprite, like a flower or something. So, while I don't fully understand the OP's suggestion, maybe they're suggesting ways to change the mouse pointer to more “normal” cursor images.

I think I got it, watch this:

notice how it's a hand when the cursor is over the block and then it turns into a regular cursor when it's moving the block

make a new grab cursor???????
im barely active in the suggestions anyways but
The grabbing cursor file is in your computer, like you have to update it yourself
I did drew myself a custom cursor pack, but however I found it difficult to change the grab cursor because there isn't a grab option in the Windows Mouse Settings.
My browser / operating system: Windows NT 10.0, Chrome 103.0.0.0, No Flash version detected

I believe that some of these cursors (grab, zoom, click scroll wheel on Chrome etc) are built into the browser.
