Only if it’s completely public and uses whitelisted phrases, not individual words.
You could also use your profiles to chat.

You can't possibly make a project like that without breaking the community guidelines.

“7.1 Private messaging
Scratch currently has public messaging, meaning anyone can see the comments that you write. As a result, people are more likely to be respectful since anyone can see the comment. However, with private messaging, people know that only the intended recipient can see the message, which could lead to many more disrespectful or inappropriate comments.”

Some people wanted to get private messaging on Scratch, but unfortunately the suggestion was rejected because of this.

So, if you created a project that has private messaging to another person, it would break the “rule” above, and even though it doesn't say directly in the Community Guidelines, Scratch does not want people sharing contact information for private messaging, and if you do create a private chat room project, it would, in some extent, break the Community Guidelines.

Unless you have whitelisted phrases only, no, you can't. Why do you have to code a chat room? Why can't you use regular Scratch comments?

To use blocked words? To avoid the 2 seconds between each comment?
Other than that I can't see why they can't use Scratch comments.

Technically if you use a project everyone can see it

Scratch does not allow private conversations.

Then nope, it's not allowed. You can use a project or studio to chat or you can talk on each other's profiles.

Not allowed, if you really needed some privacy, for some reason, just scroll down to an old comment on the other person's profile and start the chat there, problem solved. But really, Scratch isn't about that - it's about meeting the community, learning together. <3 So, ask your parents if you could use their phones to text. Or, ask if you could use another website made for chatting purposes. (I won't list any for Scratch's sake, but I think you get the gist) <3

FREE CHAT IS NOT ALLOWED IN SCRATCH AS PEOPLE CAN TYPE BAD STUFF.

The chat needs to be like if you type a it says this word. That way the chat is safe.

if ya wanna make a chatroom for 2 people only then it's possible, but other people can temporarily intercept if they see inside your project, so i think distracting them by making a game in the same project would make them suspect nothing. then you need to tell your friend the project link or make some kind of secret key, ya know? kinda like what spies do. oh, and also, quick prerequisite, your friend also needs to have a scratch account and you need to know his/her username.

like this

whenclickedhidelistchatifusername=friend's username hereorusername=your username herethenbroadcastallow accessshowlistchatelsebroadcastdon't allow accessbroadcastgamerunallscriptsneededforgame:thisscriptisanexample,therealscriptscanbeinyoursprites
