No. You visit TurboWarp, and in the address bar (on Chrome), there's an icon next to the bookmark button. Click on it, and it has an option to install.

First of all, its a children's coding platform.
Secondly, if they didn't want students to install Scratch, Scratch can easily be blocked.
Thirdly, there's no whitelist feature of Play Store apps. Most schools have to block it entirely. You're simply creating a problem in your head that doesn't exist.

There is, because my school chromebook has a play store, but the play store only has like 5 apps on it.

You can try https://mirror.turbowarp.xyz/

You can download the HTML files from https://github.com/TurboWarp/mirror/tree/gh-pages however not everything will work properly locally. You won't receive support for issues encountered using these files.
