Depends on how authentic you want to make it. There are 4 ghosts and the difference in their chase routines are what gives them their personalities. The arcade game did this by having each ghost chase an invisible target that was offset somewhere around pacman. Since the targets were offset different amounts for each ghost, they all reacted slightly differently while chasing Pacman.
