I support some of this, but the rest not.
Mainly the forums; it would be nice to have some more activity in the forums, but again, as other people have mentioned, the amount of new users ignoring the stickies and being ‘not so mature’ could be very annoying; and if every new user was guided here, that would have a large negative affect on the forums.
But, for the rules, I think there should be an even more simplified version that does show when you first sign up for scratch;
And the button to accept has a 10 seconds or longer cooldown so people can’t just press ‘okay’ without even looking at it.

The CGs and ToU cover pretty much all the rules that Scratch needs. I don’t think the Scratch Team will add any more new rules. In addition, when they do add new rules, they could just make a closed topic in Announcements for that. Also, some people do not read their messages.

Actually, I think this makes no sense to not let them know about it by burying it in the footer. When ST made a new announcement, there will be a note in the Scratch News (in the front page), which directs them to the Discuss Forums.There are many scratchers (especially new scratchers) doesn't even know what is “Scratch forumsGood. They shouldn't know about it. There's a reason why it's buried at the bottom of the page and the Discuss button on the navbar was removed.
So I guess this suggestion is half-implemented. Semi-support ‘cause it will notify people in time so they don’t need to check the Scratch News/Announcements so often.

support. the scratch team could make a rule about how advertising isn't allowed(so far it's spam and they have one forum post about it) AND THEN ALL THOSE ASLDKFL ADVERTISERS WOULD FREAKING STOP

Yes, because education accounts for Scratch have more social restrictions (I believe)I have noticed some coding classes only teach them only about codes.There are many scratchers (especially new scratchers) doesn't even know what is community guidlines or terms of use!You shouldn't even be on a website if you don't know what it's rules and TOS are.

To be honest, I could see people just disregarding this as well, and it would become as annoying as studio messages. I do support this, and think this would help people to learn the rules better, but it wouldn't really make people care any more.
