:spitdrink: What?!but others have suggested letting it check your IP address, and also implementing a cooldown for anonymous reporting.My router gets a new IP address every so often, what are you going to do about that?
I could also reset it, new IP address.
Or use my phone's mobile data.
That would bypass all cooldowns

I recently saw that a New Scratcher was doing fake follow for follow (to get free followers without following anyone). I'm not mentioning their username as they might not want it mentioned here, so I'll refer to them as ‘Gobo’. Some users have been bullying Gobo on his/her/their profile because of what Gobo did - he/she/they maybe misunderstood (as a New Scratcher). All users should be able to report content as an ‘unknown’ or ‘anonymous’ user, not just signed in Scratchers.I hope this helps!

i feel like they should allow new scratchers to report but give them a 10 cooldown after every report. i think allowing not signed in people to report things will cause mass reporting, as scratch will have no way of giving them a cooldown to prevent mass reporting. this would bring back the mass reporting issue.Track them by IP, and add a 1 hour coodown

Also, track them by device instead of IP…i feel like they should allow new scratchers to report but give them a 10 cooldown after every report. i think allowing not signed in people to report things will cause mass reporting, as scratch will have no way of giving them a cooldown to prevent mass reporting. this would bring back the mass reporting issue.Track them by IP, and add a 1 hour coodown

This would help anonymous users report content by protecting who they are, maybe?While the Scratch Team can see who reported something, the Scratch Team never shares this information with other Scratchers, precisely because they want reports to be anonymous to the community. Thus, Scratchers are already protected under the current system.
Furthermore, you did not really help me understand why this would be helpful for those who are doing “fake follow-for-follow” specifically.
This could be used to repeatedly false report content, but others have suggested letting it check your IP address, and also implementing a cooldown for anonymous reporting.In addition to @dhuls' comment, I also stated why this would not be an effective solution:
A report cooldown could help, but is not a solution, since a signed-out user can just come back and do more false reporting when the cooldown is over.

Problem is, withou an account, you can simple remove the cooldown by deleting your cookies from scratch and reloading the site, while WITH an account, ST could actually do something to your acount if you false report like 100 times in a row.A few cons, what if someone creates a bot that mass reports projects? Don't projects that have a lot of reports get taken down? And won't it be easier for bots to be created since they don't have to make an account?
a. Signed in users can already do this anyway
b. There could be a cooldown between reporting projects
Signed in users obviously can do this, but to have a few thousand bots to report the same project, only without accounts would be possible (theoretically you can also do it with accounts, but that requires a LOT more processing power, you would need like a small server to host all those bots and make them create an account, verify it using Email, and finally doing the report)
tl:dr Without account report = can spam more and even DDOS, cooldown doesn't work because delete cookeis, with account report = way more procesing power and expensive
Ye also, to use IP cooldowns, you would have to store all the cooldown on the server itself, which could very much take more proccessing power for scratch (I dont know exactly how much more processing power it would take, but from what I know, im pretty sure you want to keep most data on the user's computer)

Okay, this would be helpful for “fake follow-for-follow”, or if it were an abbreviation, “FF4F”, because users would feel uncomfortable with the fake follow-for-follow that's going on, so they could “anonymously” report the user. (Unless that's a cruel thing to do.)
And yes, before anyone says “There's like, more or less, 50 moderators, what do you want k0d3rrr”, let me say this.
Rumours and false reports should be stopped. Even if they reach the end of the universe, to highly exaggerate, they should be stopped so that the Scratch Team can hypothetically “use the Uno reverse card” and instead use the alert for the false reporter and not the Scratcher who shared an innocent project about pictures of foxes that got false reported.
Sorry if this is highly off-topic. I just wanted to share a few points.

Also, banning IP isn't going to be as easy as banning users, for example, if someone mass reports people on school network, what should ST do? Block access from the school network and stop all the kids from doing their learning or do they allow the school network, despite of all the mass reports?

It's not like reports are public; in pretty much every case the ST won't reveal who reported who, and nobody else receives a notification when you report someone. This is kinda an unnecessary feature if the concern is privacy.

The only reason I can see with signed out users reporting is when they don't have an account, but if they don't have an account they probably have never read CG and wouldn't know what's allowed and what's not allowed.You still hasn't answered my question yet: Why can't the users just sign in to report?thank you

Well, even if a cooldown didn't stop the anonymous reporters from false reporting peoples' innocence, this still isn't rejected because the Scratch Team haven't confirmed it's rejected, and also because there are a few possible solutions, but they just haven't been realised yet.
