Allow Signed Out Users To Report Content
While this seems like a good idea, its actually not. This means that mass reporters can * report very quickly at a high volume. Also, scratch has no way of figuring out who reported what how many times without the user being signed into an account, so this would make it even easier for mass reporters to strike.
This could be solved by cooldown between reporting.

I could also reset it, new IP address.
Or use my phone's mobile data.
That would bypass all cooldowns

What if the cool down was stored on the device, and the report on the IP?
people who don't have an account probably have never read CG and does not understand the rules well and may report innocent projects.Why can't you just make it mandatory to read the CG's before reporting while signed out? Also, even if you haven't read the CG's you'd probably know that bullying isn't allowed.
I support. This was never implemented?

What if the cool down was stored on the device, and the report on the IP?You should never trust the device, since if someone wanted to, they could clear cookies, localStorage, and other things that could be used to store the cooldown.

The problem is simply that the st can't give you a cooldown if you're not inside an account. Since you agreed to no privacy policy, they can't place cookies on your device without your consent, and if you say no, the limit won't apply to you.While this seems like a good idea, its actually not. So, if you were signed out, could you report a comment/profile/project multiple times by reloading the page, or would it work as one shared account, where if a signed out user reported something, it would be unreportable to all signed-out users.
Also, maybe projects reported by signed out users cannot be unshared, to prevent mass reporting. Instead, there would only be a notification to a ST in a special category labeled “Signed Out Scratcher Reports” or something like that.
Please clarify how all of this would work.

I agree. People should always have access to the report button even if they are signed out. That will cause more problems with false and mass reporting, though.

I recently saw that a New Scratcher was doing fake follow for follow (to get free followers without following anyone). I'm not mentioning their username as they might not want it mentioned here, so I'll refer to them as ‘Gobo’. Some users have been bullying Gobo on his/her/their profile because of what Gobo did - he/she/they maybe misunderstood (as a New Scratcher). All users should be able to report content as an ‘unknown’ or ‘anonymous’ user, not just signed in Scratchers.Maybe I'm misunderstanding the situation, but I don't actually understand how allowing anonymous users to report content would be helpful for/against someone who is doing fake follow-for-follow. How precisely would the proposed suggestion help anybody?
I do agree that there would be concerns with mass/false reports coming from signed-out users. A report cooldown could help, but is not a solution, since a signed-out user can just come back and do more false reporting when the cooldown is over. When a signed-in Scratcher does this, the Scratch Team has a solution for frequent false-reporters: ban the account and tell them what they did wrong. However, the Scratch Team cannot ban a signed-out user, so the problem of a signed-out false-reporter will never be solved.
Note also that there would likely be significantly more than one signed-out false-reporter at any given time, leading the Scratch Team to have to sort through many more reports than they already have. Even if all the signed-out reports were legitimate, this could likely increase the amount of work that the Scratch Team has to do.

Even if all the signed-out reports were legitimate, this could likely increase the amount of work that the Scratch Team has to do.…Meaning the MIT would have to hire more Scratch Team members, and considering what's spreading…
