Can I link to this game?

There is a game that I found on the internet that has a Discord link for contacting the devs (which I believe is similar to Scratch's Contact Us), but other than that there is nothing inappropriate, am I allowed to mention or link the game?

I think it should be fine. Can you not link YouTube, despite some of the videos being inappropriate or linking inappropriate sites? Just report it if it gets misused.

The problem with YouTube is that it's too useful to get blocked, I doubt if ST would care about a random game on the internet, also the game has no chat, just a discord link presumably for contacting the devs.

Is the Discord link inside the game itself, or is it not in the game but on the same webpage where the game appears, or not on the same webpage but can be found somewhere on the website?

This is my forum signature! On a forum post, it is okay for Scratchers to advertise in their forum signature. The signature is the stuff that shows up below the horizontal line on the post. It will show up on every post I make.

We mention terraria in the TIRAP forum. Never got the forum taken down. There's a discord link in the game.

This is my signature (it goes automatically under every post I make)! Here is a bit of advice on foruming, by the way. Don't do SAND. SAND means four words.
SAND means Spam, Advertising, Necroposting, and Derailing.
Spam is when a irrelevant message is sent to many places. Wiki Article: Spam

Necroposting is when you post on a old topic. It distracts other helpers! Wiki Article: Necroposting
Derailing is when you post something that is irrelevant to the topic, like minimodding. It is called thread hijacking. Wiki Article: Derailing(Derailing idea comes from this guy),

I mean, cubeupload has one of those links in its footer, yet it's one of the most recommended image hosts on the forums. You should probably be fine.
