Can you link people to individual comments with urls?

Yes. Whilst there is a Copy Comment Link feature in a browser extension which unfortunately cannot be mentioned here, you can do this in vanilla Scratch, albeit a bit harder. Right-click on the comment, and select “Inspect”. Search for the value inside the data-comment-id attribute:

Copy that string of numbers, and put it in https://scratch.mit.edu/users/<The username of the profile where the comment is>/#comments-<The 9-digit number found in the source code.>.
