Why? They'll probably add it back for April Fools again, and plus, it adds no educational value (notice the .edu domain?). It's just distracting.
You can use a browser extension (which you're not allowed to name) to get them back.

Also, if this wasn't rejected, it would belong in the suggestions forum

Make a project at the end of March. Hopefully, they will be there! They have come back every April fools day for the past two years.

Considering that this is the QaS forum, I don't think the OP was suggesting anything; they were asking if it was possible.

well i tried that and they werent there. i have to use https://llk.github.io/scratch-gui/hotfix/totally-normal-2021/ to use them

Sorry, but there's no way to use cat blocks year-round in vanilla Scratch.
