The NFE tag is, and always was, meant to be a silent feature that only the Scratch Team uses. I think that's pretty much the reason.

Although I understand the reasoning given for doing it secretly, personally I think it would be more constructive for the Scratch team to notify someone privately if a project of theirs gets tagged NFE, and the reason or reasons why.
