ok so I'm making a game where you hold a bat. i want it to be that when your mouse is idle, the bat doesnt move. but when you move it, then go idle, it dangles a little bit. i also want it to be that when you move your mouse in a circle the bat swings

I would use a rope physics engine, there's many of those on Scratch.

I think this one will be the best for your game.
