Yay! Bump.
This would be very helpful for those generic platformer effects, and also those photo editors on Scratch.
They should probably also add this block to change the colour of the glow:

1. Because it's literally impossible to make a workaround without COMPLEX PEN and even THAT has problems (i.e.

While I do love the idea of adding extra graphical effects based on what is currently difficult to do in Scratch, such as stretch and saturation, a ‘neon halo’ effect can be solved using one clone to follow the sprite wherever it goes. There are problems with this workaround when it comes to layering and clones, but those can be solved by other suggestions which could solve those problems in general, and not just for this specific effect.300 clone limit
Also maybe you can change the blur of the glow/outline

Support, I don't see good workarounds currently but it would be really useful. Altrough I am thinking how it would look and about the mockup… But anywasy, support!

I just thought we could use gradient but I realised that it doesn't give good neon effect.

Yes, we do have workarounds but they are very hard to code if we wand something like this:-snip-I don't think that is necessary, there are lots of workarounds, so, no support.
I'm thinking like this.

I think we have a good number of effects in the Scratch editor but I have an idea for a new effect. The glow effect. All sprites by default will have a glow effect of 0. If you increase the glow effect, it will make the sprite have a more neon-looking effect and have an outline of a thickness depending on the value you give it. This would help me (and I'm sure a lot of other people would make use of it too!) make really cool menu buttons where, instead of changing size, it's glow effect is made smaller. I got this idea from martcm.itch.io and I was looking at one of the projects and the sprites had this really cool glow effect to it wich made your character look like it was glowing and i thought: “Wow, this would be really cool if it were in Scratch!”.many workarounds exist, but many are complicated and don't work for some things, support

I'm pretty sure you'd have to use the brightness and saturation block, and the saturation block does not exist.Workaround:That's not a work around in the cases where I think it'd look good.change [brightness] effect by (25)
Then use
set [color v] effect to (0)

woah man dont dog on the mosaic effectI'm thinking like this.Wait, blue? I would picture it orange… support, that would be looking nice, and be useful for a lot of effects.
