Scratch's costume size is always half of what it will be before exporting, if that makes sense. So, you'll have to limit yourself to 250x250 editor pixels. I would recommend exactly 180x180 (90x90 in the editor) as the website shows images at 32x32 for the account dropdown and 60x60 or 90x90 everywhere else, as far as I know, and never shows images above 90x90, as far as I know. Making a 180x180 perfectly resizes to the sizes that you see most commonly around the website.
What I do is make a PFP that is 180x180 in the editor so it's 360x360, and then I use the Paint app (the one built into Windows, but also not Paint 3D, just good ol' Paint) and scale it down to 180x180 (because 1 editor pixel turns into 2 when exported).

Just try checking the size of the resulting picture (the one you're trying to upload) and see if the dimensions are under 500x500. If that's the case, you should be good to go… hopefully.Scratch's costume size is always half of what it will be before exporting, if that makes sense.
