No support, the Scratch Cat's design is good enough as it is. It's like saying, “We should make vector designs of the bitmap images!” (That's just an example. Please don't comment saying, “But we should have vector designs for the bitmap images”.)

No support. If you want Scratch Cat to look different, you can always edit him in Vector. Also Scratch Cat is almost 20 years old, the ST isn't going to change the design a lot. They might do a few small changes, but nothing major. Plus, I personally like Scratchy Cat the way he is.

Honestly, if you changed scratch cat to your *blech* ‘furry’ look, he would be very awkwardly proportioned in my opinion. It would also make the cat a little less welcoming as an editing base in the costume editor, and plus, the design has been the overall same thing for so long. Their look is iconic and plus, which would you rather have welcoming you to your very first project: an innocent looking cat or a straight-up furry.

No support. 1. You can make your own sprite. 2. I don't think ST will change the Scratch Cat at all because it has been the same cat for a long time! Scratch Cat looks just fine to me.

I see nothing wrong with the mascot of Scratch. They look human to some extent, but I wouldn't want to make them a furry-type thing.
