To the topic itself, this would be horrible, people could easily make new accounts with the New Scarther status so that they have a lower chance of getting banned.

I'm sure new scratchers make up a large percentage of the scratcher population, maybe like ten or fifteen percent. If it were made so that they couldn't report other users, then that reporting power would be gone. If they were being bullied on their profile/project, how would they report the mean user? Ask a scratcher to do it for them? Absolutely absurd.

i agree, having the new scratcher status doesn't mean that you can't stop bad content, AKA no support (for reasons stated by me and lightboy77)

No, I am a new Scratcher account and I want to leave it so but I am serious and if I should see a bad offensive project then I want to be able to report it. Make, that somene gets banned and later even Email - and IP bannedif he's false-reporting, to solve the problem
