Can one make inappropriate projects if they aren’t made public?
Are people allowed to make inappropriate projects for fun as long as they aren’t shared?
One time I made a stupid project related to a silly conversation some friends and I had off site, so I decided to make a project about it. I only shared it with the friend group and never made it public. It wasn’t SUPER inappropriate, PG-13 at most, but I knew I shouldn’t share it due to the content in the project.
Could one get in trouble for making a project like this? Or is it okay as long as it isn’t made public?

As long as the project isn't illegal and the link isn't shared anywhere on the Scratch website, it is fine. That means no to sharing the project ID either as people can still find your project through scratch. Besides, the ST can't even moderate unshared projects because they aren't reported nearly as much and there are so many of them.

I just shared the link to friends on another site in a private group. There’s a site that lets you view unshared projects so I used that.

Can one make inappropriate projects if they aren’t made public?
FYI I believe some moderators have the power to see unshared projects and can take action if they're objectionable, but that would be an incredibly rare circumstance and I doubt they'd care.

FYI I believe some moderators have the power to see unshared projects and can take action if they're objectionable, but that would be an incredibly rare circumstance and I doubt they'd care.All Scratch Team members have access to unshared projects, but they don't moderate them. The only exception is very inappropriate or illegal content, which isn't allowed to be uploaded to Scratch at all. Source

Yeah, that’s what I thought
I just shared the link to friends on another site in a private group. There’s a site that lets you view unshared projects so I used that.
I believe if it’s an inappropriate project, users can still report the comment, as it’s not good to share inappropriate things. There’s nothing bad in it, right?

If you made an inappropriate Scratch project, just don't share it anyway. If you did, you'll get in big trouble and you will get your project unshared by the Scratch Team, and if you made a project with a excessive amount of inappropriate content, known as a shock project, you'll get banned. It is better for a scary, violent or inappropriate project you made to remain unshared or private.
