It's just a type of meme, not all memes are the ones you think of.

That's called an animation meme, it's pretty common here.

“Meme” has multiple definitions. According to Wikipedia:

A meme is an idea, behavior, or style that spreads by means of imitation from person to person within a culture and often carries symbolic meaning representing a particular phenomenon or theme.

It doesn't just mean “haha creenge eemagees”.
The top results are called "animated memes". Cue Scratch Wiki:

Yet another example is a project that features a character, usually an animal OC or otherwise, dancing to a song and users are encouraged to remix the project and create a sprite that does the same dance. This is known as an animated meme.

Are you wanting to do something about this? Because taking them off the search page would result in a metric ton of angry Scratchers.

you cant just say that you want your memes to be there when they aren't noticed enough to be there

So you're saying that we should remove anything with the word “meme” in the title or description that isn't an image macro or humor content from the search results?
If that happens, the community is going to overreact, call animated memes “banned” and consider the ST a bunch of *. A similar thing happened (and still is happening) with the FNaF policy. And this is going to happen to the forums:

I'm all for making the search algorithm display a more diverse and varied selection of projects, but forcing project types of the search page is probably not going to be a good thing.
